He can wear makeup/perfume with or with out a skirt. As long as it is time and place appropriate, ( don't wear a mini to a business meeting.) and make sure your make up is natural in work place and don't over do perfume, lots of people have allergies. That's my humble opinion as a straight female. Kudos to those of you gay males who are self confidant and proud of who you are.
